Provides that a person shall not intentionally or knowingly do any of the following: (1) perform or attempt to perform human cloning; (2) transfer or receive a cloned human embryo for any purpose; (3) transfer or receive, in whole or in part, any oocyte, human embryo, fetus, or human somatic cell, for the purpose of human cloning; or (4) participate in performing or in an attempt to perform human cloning. Provides that a violation of these provisions is a Class A misdemeanor. Provides for civil penalties. Provides that research involving the derivation and use of human adult stem cells and stem cells derived from umbilical cord blood and from placenta shall be encouraged and permitted and that the ethical and medical implications of this research shall be given full consideration. Provides that research involving the derivation and use of human adult stem cells shall be reviewed by an approved institutional review board, as determined by the Department of Public Health. Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that a violation of the Human Cloning and Adult Stem Cell Research Act is grounds for denial of an application for, denial of renewal of, or revocation of any license, permit, certification, or any other form of permission required to practice or engage in any trade, occupation, or profession regulated by the Department of Financial and Professional Regulation. Makes conforming changes to the Medical Practice Act of 1987, the Nursing and Advanced Practice Nursing Act, and the Physician Assistant Practice Act of 1987. Effective immediately.</SynopsisText></synopsis>
