<reference>415 ILCS 5/3.380</reference><aliasreference>was 415 ILCS 5/3.30</aliasreference><reference>415 ILCS 5/3.535</reference><aliasreference>was 415 ILCS 5/3.53</aliasreference><SynopsisText>Amends the Environmental Protection Act. In a definitions Section, provides that the term "waste" does not include discarded material that is processed for recycling, reclamation, or reuse by a process by which materials that would otherwise be disposed of or discarded are collected, separated, or processed and returned to the economic mainstream in the form of raw materials or products (now, waste includes discarded material). Clarifies that recycling, reclamation, or reuse may have two distinct meanings. Effective immediately.</SynopsisText></synopsis>
