Limits each fiscal year's total appropriations for State traffic law enforcement, administration of motor vehicle laws, and administration and collection of motor vehicle and motor vehicle fuel fees, excises, and license taxes to 5% of the amount of those fees, excises, and taxes collected in the previous fiscal year.
