Prohibits the Illinois Student Assistance Commission from denying student financial assistance to a person solely because the person is unable to furnish his or her parents' Form W-2, Wage and Tax Statement, if the person has a legitimate reason for why he or she is unable to furnish a copy of the W-2 form. Requires the Commission to review each such situation to determine if the reason is legitimate.
