Provides that the Act is repealed on January 1, 2008 (now, January 1, 2007). Effective immediately.</SynopsisText><synopsistitle>State Debt Impact Note (Commission on Gov't Forecasting and Accountability)</synopsistitle>
<SynopsisText>HB 5524 would not change the amount of authorization for any type of State-issued or State-supported bond, and, therefore, would not affect the level of State indebtedness. </SynopsisText><synopsistitle>Senate Floor Amendment No. 1</synopsistitle>
<reftype>Adds reference to:</reftype><reference>35 ILCS 15/10</reference><aliasreference></aliasreference><reference>35 ILCS 15/40</reference><aliasreference></aliasreference><SynopsisText>Deletes everything after the enacting clause. Amends the Film Production Services Tax Credit Act. Sets forth Illinois production spending requirements for accredited productions commencing on or after May 1, 2006. Provides that the enhanced credit of 10% of the Illinois labor expenditures generated by the employment of residents of geographic areas of high poverty or high unemployment applies only to those productions approved after January 1, 2005 and commenced prior to May 1, 2006. Provides that, for an accredited production commencing on or after May 1, 2006, the credit is the amount equal to 20% of the Illinois production spending plus" (i) 15% of the Illinois labor expenditures generated by the employment of residents of geographic areas of high poverty or high unemployment; and (ii) for an accredited film or television production commencing on or after May 1, 2007, the amount equal to 5% of the Illinois labor expenditures generated during the use of a qualified production facility that is located in a geographic area of high poverty or high unemployment. Defines "Illinois production spending" as the expenses incurred by the applicant for an accredited production. Defines "qualified production facility". Provides that, to qualify as an "Illinois labor expenditure", for an accredited production commencing on or after May 1, 2006, the expenditure is (i) limited to the first $100,000 (now, $20,000) of wages paid or incurred to each employee and (ii) not exclusive of the salary or wages paid to or incurred for the 2 highest paid employees of the production. Makes corresponding changes. Provides that the Act is repealed on January 1, 2009 (now January 1, 2007). Effective immediately.</SynopsisText><synopsistitle>Senate Floor Amendment No. 2</synopsistitle>
<reftype>Adds reference to:</reftype><reference>35 ILCS 15/45</reference><aliasreference></aliasreference><SynopsisText>Further amends the Film Production Services Tax Credit Act. Provides that the Department of Commerce and Economic Opportunity must make an annual report to the General Assembly, which must include (i) an identification of each vendor that provided goods or services that were included in an accredited production's Illinois production spending, (ii) the amount paid to each identified vendor by the accredited production, (iii) for each identified vendor, a statement as to whether the vendor is a minority owned business or female owned business, and (iv) a description of any steps taken by the Department to encourage accredited productions to use vendors who are a minority owned business or a female owned business.</SynopsisText></synopsis>
