Requires the Department of Public Health to establish the Pandemic Influenza Community Preparedness Grant Program to aid local health departments in preparing for an avian influenza pandemic. Requires the Department to provide grants to develop an integrated and coordinated response to minimize the spread of avian influenza. Provides that funding shall come from federal sources.
