<reference>625 ILCS 5/3-806</reference><aliasreference>from Ch. 95 1/2, par. 3-806</aliasreference><SynopsisText>     Amends the Illinois Vehicle Code. Beginning with the 2007 registration year, with respect to motor vehicles of the first division manufactured in model year 2007 and thereafter other than motorcycles, motor driven cycles, and pedalcycles, changes the annual registration fee to: (i) $38 for motor vehicles within each vehicle class that are rated within the top third of the fuel economy ratings for that class; (ii) $78 for motor vehicles within each vehicle class that are rated within the middle third of the fuel economy ratings for that class; and (iii) $118 for motor vehicles within each vehicle class that are rated within the bottom third of the fuel economy ratings for that class (now, with respect to all motor vehicles of the first division other than motorcycles, motor driven cycles, and pedalcycles, the annual registration fee is $78). Bases the vehicle classes and the fuel economy ratings on those determined by the U.S. Department of Energy and the U.S. Environmental Protection Agency. Provides that the provisions apply only to motor vehicles registered for the first time in the 2007 model year. Requires that the fee remains the same for the life of the vehicle. Requires the Secretary of State to post on its website a fuel economy rating for each make and model of motor vehicle to which the provisions apply and the applicable registration fees for those motor vehicles.</SynopsisText><synopsistitle>House Amendment No. 1</synopsistitle>
<SynopsisText>Provides that the annual registration fee for a vehicle to which the new fee schedule applies depends on its annual fuel cost (rather than its fuel economy) rating, as determined by the Department of Energy and the U.S. Environmental Protection Agency. Provides that, if any vehicle to which the new fee schedule applies is registered before January 1 of the calendar year that corresponds to the vehicle's model year, the registration fee for the vehicle for that registration year is a uniform $78. Provides that, beginning with the next registration year, the new fee schedule will apply to the vehicle. Provides that, if a vehicle to which the new fee schedule applies is capable of operating on a mixture of gasoline and ethanol, the vehicle's fuel economy rating shall be determined by its annual fuel cost when operated on gasoline, rather than its annual fuel cost when operated on a mixture of gasoline and ethanol. Provides that, if a person acquires a vehicle to which the new fee schedule applies and disposes of his or her previously registered vehicle before the applicable registration year has expired, the person's registration shall continue until the end of the applicable registration year, and he or she shall not be entitled to a refund on his or her registration fee and shall not be required to pay any additional registration fee. Provides that the registration fee for the vehicle for the next registration year shall be determined by the new fee schedule.</SynopsisText></synopsis>
