Provides that a municipality may not approve or amend a redevelopment plan if that plan includes the construction or rehabilitation of a residential housing unit until the question of whether the redevelopment plan should be adopted or amended has been submitted to the electors of the municipality. Sets forth requirements for the referendum. Effective immediately.</SynopsisText></synopsis>
