<reference>215 ILCS 170/43 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Covering ALL KIDS Health Insurance Act. Permits dependent children between the ages of 19 and 23 to buy into the Covering ALL KIDS Health Insurance Program if the child (i) was enrolled in the Program prior to turning 19 years of age, (ii) is enrolled in a post-secondary education program full-time, and (iii) is eligible to be claimed as a dependent for income tax purposes. Authorizes the Department of Healthcare and Family Services to establish eligibility, co-pay, and premium requirements and requires to Department to take into consideration health benefits available to the child through the education program. Authorizes the Department to adopt rules to assist in paying premiums for health care coverage through the child's education program as an alternative to enrollment in the Program. <SynopsisText>Extending All Kids program coverage for an additional four years to qualified college students is estimated at $1.4 million in FY08, $2.8 million in FY09, $4.3 million in FY10, and $5.6 million in FY11 and each fiscal year thereafter. There is no FFP; cost is $100% State. Please note that it is assumed students entering college in August of 2006 wouldn't be eligible until FY08; therefore, there is no fiscal impact in 2007.</SynopsisText><synopsistitle>State Mandates Fiscal Note (Illinois Community College Board)</synopsistitle>
<SynopsisText>Under the State Mandates Act, a "State Mandate" means any State-initiated statutory or executive action that requires a unit of local government to establish, expand, or modify its activities in such a way as to necessitate additional expenditures from local revenues. Each community college is considered a unit of local government.
