Authorizes the levy of life safety taxes and the issuance of life safety bonds to upgrade cafeteria tables to current safety standards and for other fire prevention and safety projects if there is a substantial, immediate, and otherwise unavoidable threat to the health, safety, or welfare of pupils due to the absence of equipment (such as a lightening rod) to prevent damage or destruction to a school building from a lightening strike.
