Creates the Statewide Drug Court Planning Commission consisting of judges, prosecutors, criminal defense attorneys, drug treatment professionals, drug court professionals, legislators, and representatives from counties that have drug courts. Provides that the Commission shall create a plan to implement a statewide system of drug courts and to plan for the creation of multi-county drug courts for smaller counties. Provides that the Commission shall submit its plan to the Governor and General Assembly no later than February 1, 2007.
