In provisions concerning contributions by State and other employing units, provides that, in determining whether a teacher's average salary for any school year used to determine final average salary exceeds the amount of his or her salary with the same employer for the previous school year by more than 6%, the System shall not include any of the following: (1) any payment that is paid to a teacher from the State of Illinois, the State Board of Education, or the United States government over which the school district or other employing unit does not have discretion; (2) a salary increase as a result of an internal promotion for which the State Board of Education requires additional certification; or (3) a salary increase as a result of the teacher accepting additional duties outside of a normal work day, as defined in the teacher's collective bargaining agreement or contract or in the employer's personnel policies. 10/27/2005HouseFiled with the Clerk by Rep.
