Provides that the Cook County Temporary Juvenile Detention Center and any other shelter care homes and detention homes in Cook County are subject to the provisions of the Act and may continue to operate without further referendum. Makes corresponding changes. Preempts home rule powers. Amends the State Mandates Act to require implementation without reimbursement by the State.</SynopsisText></synopsis>
