Provides that the State Comptroller, in paying certain State employees, shall provide for Secretary of State, Comptroller, Treasurer, Attorney General, and State Board of Education employees who are not subject to the jurisdiction of the Department of Central Management Services and who work a fractional part of a pay period to receive the amount of their normal semi-monthly pay check minus the annualized value of the days or hours missed (now, these employees receive the amount of their normal semi-monthly pay check minus the percentage of that semi-monthly check that they missed).
