<reference>305 ILCS 5/9A-11.10 new</reference><aliasreference></aliasreference><SynopsisText>     Amends the Illinois Public Aid Code. In provisions concerning education, training, and employment programs for TANF recipients, provides that, subject to a specific appropriation for this purpose, the Department of Human Services shall create a tiered-reimbursement rate system for child care providers. Provides that the purpose of this tiered-reimbursement rate system is to establish a set of performance standards that help children grow and learn. Directs the Department to convene a working committee of its standing Child Development Advisory Council to create the tiered-reimbursement rate system. Effective immediately.</SynopsisText><synopsistitle>House Amendment No. 2</synopsistitle>
<SynopsisText>Replaces everything after the enacting clause. Amends the Illinois Public Aid Code. Provides that, subject to appropriation, the Department of Human Services shall field test a tiered-reimbursement rate system for child care providers for the purpose of demonstrating a set of performance standards that may provide support and economic incentives to help programs meet the standards that help children grow and learn, and to help families identify high quality child care programs. Provides that the Department shall conduct a field test of the quality rating system instruments to determine the infrastructure necessary to adequately support a more comprehensive tiered-reimbursement system and to determine the baseline of quality for a sample of current child care providers. Requires an evaluation and report upon completion of the field test. Effective immediately.</SynopsisText></synopsis>
