<reference>New Act</reference><aliasreference></aliasreference><SynopsisText>     Creates the Fair Pay for Construction Act. Applies to State and local governments. Establishes guidelines and procedures for proper invoices and for payment of construction contracts. Provides remedies for nonpayment of the construction contracts. Exempts certain projects from the application of the Act. Effective immediately.</SynopsisText><synopsistitle>Fiscal Note (Capital Development Board)</synopsistitle>
<SynopsisText>Restoring contracts would cause higher costs. Delaying contracts would cause higher costs. If the impact was as small as 1.0% over total expenditures, it would exceed $2,000,000 annually.</SynopsisText></synopsis>
