Provides that the assessment and referral shall be made to a provider who is able to accept the person for referral and perform a further assessment within a clinically appropriate time.Fiscal Note (Department of Human Services) According to program staff, as many as 3,500 more referrals for alcoholism and substance abuse services may occur.
