Provides that an abortion shall not be performed or induced unless the woman has given her voluntary and informed consent, and states guidelines for determining whether a woman's consent is voluntary and informed. Requires the Department of Public Health to publish printed materials and an informational video concerning certain prenatal services. Requires a physician to inform a woman of the existence of a medical emergency that necessitates an immediate abortion to avert her death or serious injury. Authorizes disciplinary action against a physician for a willful failure to provide a woman with certain information required under the Woman's Right to Know Act; if a physician willfully performs an abortion without first providing the woman with the information, authorizes a civil penalty of $1,000 for a first violation and $5,000 for a second or subsequent violation. Authorizes a State's Attorney to report to the Medical Disciplinary Board a physician's willful failure to provide a woman with such information.
