Grants service credit for the first month of participating employment, even if a paycheck is not issued during that month. Changes the manner of calculating the contribution required for establishing certain prior service credit. For persons switching from total and permanent disability to a retirement annuity, includes any accrued increases in the disability benefit in the final rate of earnings for retirement annuity purposes. Allows disability benefits to be retroactive to the beginning of the previous calendar year. Makes the annuitant trustee a voting member of the Board and increases the number of votes required for action to 5. Amends the State Mandates Act to require implementation without reimbursement.
