<SynopsisText>House Bill 382 is effective on January 1, 2006 in the second half of FY06. Hospital reimbursement for reasonable costs complying with the Language Assistance Service Act is estimated at $39 million annually. This number is based on the assumption that 50% of the Hispanic and Asian population currently enrolled in Medicaid do not speak English. It is also assumed that 9% of the Medicaid population is deaf. Rates for language translation and deaf interpreter services were based on current hourly rates provided by IDHS. Language Assistance Services are eligible for Federal match. </SynopsisText></synopsis>
