Requires State owned vehicles to bear identifying markings, which may include window decals with the State seal and agency name. Requires State agencies to exempt vehicles by rule for reasonable security purposes. Requires the Department of Central Management Services to maintain a list of exemptions which shall be exempt from disclosure under the Freedom of Information Act. Exempts vehicles assigned to members and employees of the General Assembly. Exempts vehicles used by the Department of State Police, the Division of Law Enforcement of the Department of Natural Resources, and Secretary of State police officers.</SynopsisText></synopsis>
