    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Board of Higher Education Act is amended by

changing
Section 9 as follows:

    Sec. 9. Powers and duties.  The Board shall exercise the

powers and
duties specified in the
following Sections preceding

Section 10 in addition to those otherwise
