    AN ACT concerning human services.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Department of Human Services Act is amended 
5
by changing
Section 1-5 as follows:

    (20 ILCS 1305/1-5)

    Sec. 1-5. Legislative purpose
Purpose.  It is the purpose of 
8
this Act
to provide for the
creation of the Department of Human 
9
Services and to transfer to it certain
rights, powers, duties, 
10
and functions currently exercised by various other
agencies of 
11
State Government.  This Act consolidates and centralizes 
12
certain
human services programs that are now offered to the 
13
citizens of this State by
a number of different State agencies; 
14
it is intended to make possible the more
effective and 
15
efficient operation of the affected programs and services.
