| AN ACT in regard to transportation.

| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Illinois Vehicle Code is amended by changing |
| 5 |
| Section 3-402.3
as follows:
|

| Sec. 3-402.3. Relation to other State laws.
The
provisions |

| of Section 3-402.1 constitutes
shall constitute complete

for the registration of vehicles upon a proportional

| registration basis without reference to or application of

| other statutes of this State.
