| AN ACT concerning health facilities.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Health Facilities Planning Act is |
| 5 |
| amended by adding Section 12.4 as follows:
|

| Sec. 12.4. Hospital reduction in health care services; |
| 8 |
| notice. If a hospital reduces any of the Categories of Service |
| 9 |
| as outlined in Title 77, Chapter II, Part 1110 in the Illinois |
| 10 |
| Administrative Code, or any other service as defined by rule by |
| 11 |
| the State Board, by 50% or more according to rules adopted by |
| 12 |
| the State Board, then within 30 days after reducing the |
| 13 |
| service, the hospital must give written notice of the reduction |
| 14 |
| in service to the State Board, the Department of Public Health, |
| 15 |
| and the State Senator and 2 State Representatives serving the |
| 16 |
| legislative district in which the hospital is located. The |
| 17 |
| State Board shall adopt rules to implement this Section, |
| 18 |
| including rules that specify (i) how each health care service |
| 19 |
| is defined, if not already defined in the State Board's rules, |
| 20 |
| and (ii) what constitutes a reduction in service of 50% or |
| 21 |
| more.
