Amends the Illinois Public Aid Code. With respect to the Medicaid program, directs the Department of Public Aid to establish a Prescription Drug Therapeutics Committee to review and either approve or reject the Department's prescription drug policies and management practices.

| AN ACT concerning pubic aid.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Illinois Public Aid Code is amended by |
| 5 |
| adding Section 5-5.12b as follows: |
| 6 |
| (305 ILCS 5/5-5.12b new) |
| 7 |
| Sec. 5-5.12b. Prescription Drug Therapeutics Committee. |
| 8 |
| (a) The Department of Public Aid shall establish a |
| 9 |
| Prescription Drug Therapeutics Committee ("the Committee") to |
| 10 |
| review and either approve or reject the Department's |
| 11 |
| prescription drug policies and management practices.
|
| 12 |
| (b) The Committee shall be composed of the following 11 |
| 13 |
| members: |
| 14 |
| (1) Five physicians licensed to practice medicine in |
| 15 |
| all of its branches in Illinois, including the following: |
| 16 |
| (A) one physician with expertise in the area of |
| 17 |
| family practice; |
| 18 |
| (B) one physician with expertise in the area of |
| 19 |
| pediatrics; |
| 20 |
| (C) one physician with expertise in the area of |
| 21 |
| geriatrics; |
| 22 |
| (D) one physician with expertise in the area of |
| 23 |
| psychiatric medicine; and |
| 24 |
| (E) one physician with expertise in the area of |
| 25 |
| internal medicine and who specializes in the treatment |
| 26 |
| of diabetes. |
| 27 |
| At least 3 of the physicians must have at least 3 years |
| 28 |
| of recent experience in prescription drug formulary |
| 29 |
| management, including therapeutic category review. |
| 30 |
| (2) Two pharmacists who are licensed to practice |
| 31 |
| pharmacy in the State of Illinois and who have a doctor of |
| 32 |
| pharmacy degree or equivalent degree. |
