| AN ACT concerning the homeless mentally ill.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Illinois Housing Development Act is amended |
| 5 |
| by changing Section 7.24h as follows:
|

| Sec. 7.24h. Housing for homeless mentally ill.
The |
| 8 |
| Authority may use its administrative funds for loans or
grants |
| 9 |
| to finance the cost of rehabilitating housing units for the |
| 10 |
| homeless
mentally ill. For purposes of this Section, a person |
| 11 |
| is "homeless" if such person
has no permanent or temporary |
| 12 |
| housing.
|
| 13 |
| The Authority shall, within 90 days after the effective |
| 14 |
| date of this
amendatory Act of 1989, develop a plan for making |
| 15 |
| rehabilitated
housing units financed by the Authority |
| 16 |
| available to the homeless mentally ill.
