| AN ACT concerning special assessments.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Illinois Municipal Code is amended by adding |
| 5 |
| Section 9-2-4.5 as follows:
|

| (65 ILCS 5/9-2-4.5 new) |
| 7 |
| Sec. 9-2-4.5. Special assessment for payment of unpaid |
| 8 |
| fines and costs. In addition to any other method authorized by |
| 9 |
| law, if (i) a property owner is cited with a Code violation, as |
| 10 |
| Code is defined in 65 ILCS 5/11-31.1-1, (ii) non-compliance is |
| 11 |
| found upon reinspection of the property after the due date for |
| 12 |
| compliance with an order to correct the ordinance violation, |
| 13 |
| and (iii) fines and costs for the non-compliance and |
| 14 |
| reinspection remain unpaid at the point in time that they would |
| 15 |
| become a debt due and owing the municipality under 65 ILCS |
| 16 |
| 5/11-31.1-11.1, then those fines and costs may be collected as |
| 17 |
| a special assessment on the property under this Division.
