| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The School Code is amended by changing Section |
| 5 |
| 9-1 and by adding Section 9-1.2 as follows:
|

| Sec. 9-1. Scope of article. All school elections shall be |
| 8 |
| governed
by the general election law of the State, except as |
| 9 |
| otherwise provided in Section 9-1.2.

| Sec. 9-1.2. Advisory referenda. By a vote of the majority |
| 13 |
| of the members of the board of education, the board may |
| 14 |
| authorize an advisory question of public policy to be placed on |
| 15 |
| the ballot at the next regularly scheduled election in the |
| 16 |
| school district. The board of education shall certify the |
| 17 |
| question to the proper election authority, which must submit |
| 18 |
| the question at an election in accordance with the Election |
| 19 |
| Code.
