AMENDMENT TO HOUSE BILL 976

    AMENDMENT NO. ______. Amend House Bill 976, AS AMENDED,

with reference to page and line numbers of Senate Amendment No. 
4
1, on page 3, immediately below line 15, by inserting the 
5
following:

        "(2.5) Any fiscal note filed by the Department, the 
7
    State Superintendent of Education, or the Illinois 
8
    Community College Board under this Section stating that a 
9
    bill or an amendment to a bill is a State Mandate, local 
10
    government organization and structure mandate, due process 
11
    mandate, service mandate, tax exemption mandate, or 
12
    personnel mandate under Section 3 of this Act shall not be 
13
    binding or authoritative or have any persuasive value 
14
    whatsoever in any evaluation, review, or proceeding 
15
    regarding whether a claim for reimbursement based on a 
16
    mandate addressed in the fiscal note is a reimbursable 
17
    mandate under this Section."; and

on page 4, line 17, by replacing "notify" with " respond to"; 
19
and
 
20
on page 4, line 18, by deleting "of its determination"; and
 
21
on page 4, line 22,  by replacing "notify each local government 
22
of its determination" with "respond to each local government";
