2025 and 2026 SB3904 Introduced 2/6/2026, by Sen. Meg Loughran Cappel SYNOPSIS AS INTRODUCED: | | | Amends the Illinois Vehicle Code. Allows the Secretary of State, upon receipt of all applicable fees and applications made in the form prescribed by the Secretary, to issue special registration plates designated as autism and neurodivergent plates to residents of the State who are autistic or neurodivergent or who are parents of children who are autistic or neurodivergent. Provides that the plates shall display the Just Bee icon used for identification of autistic or neurodivergent individuals. Provides that in all other respects, the design, color, and format of the plates shall be within the discretion of the Secretary. Requires an original certificate from a licensed physician that certifies the applicant, or the applicant's child, as autistic or neurodivergent to accompany each application. |

| 1 | | AN ACT concerning transportation. |
| 2 | | Be it enacted by the People of the State of Illinois, |
| 3 | | represented in the General Assembly: |
| 4 | | Section 5. The Illinois Vehicle Code is amended by adding |
| 5 | | Section 3-670.5 as follows: |
| 6 | | (625 ILCS 5/3-670.5 new) |
| 7 | | Sec. 3-670.5. Autism and neurodivergent license plates. |
| 8 | | (a) Beginning with the 2027 registration year, the |
| 9 | | Secretary of State, upon receipt of all applicable fees and |
| 10 | | applications made in the form prescribed by the Secretary, may |
| 11 | | issue special registration plates designated as autism and |
| 12 | | neurodivergent plates to residents of the State who are |
| 13 | | autistic or neurodivergent or who are parents of children who |
| 14 | | are autistic or neurodivergent. The special plates issued |
| 15 | | under this Section shall be affixed only to passenger vehicles |
| 16 | | of the first division, motorcycles, autocycles, and motor |
| 17 | | vehicles of the second division weighing not more than 8,000 |
| 18 | | pounds. Plates under this Section shall expire according to |
| 19 | | the multi-year procedure established by Section 3-414.1 of |
| 20 | | this Code. |
| 21 | | (b) The plates shall display the Just Bee icon used for |
