AMENDMENT TO SENATE BILL 1855

2    AMENDMENT NO. ______. Amend Senate Bill 1855, AS AMENDED, 
3by replacing everything after the enacting clause with the 
4following:
 
5    "Section 5. The Illinois Municipal Code is amended by 
6adding Section 11-1-11.5 as follows:
 
7    (65 ILCS 5/11-1-11.5 new)
8    Sec. 11-1-11.5. Outside law enforcement compensation. A 
9municipality shall reimburse a law enforcement agency, as 
10defined by the Illinois Police Training Act, for public safety 
11services provided by that law enforcement agency if (i) the 
12municipality has or has had a local law enforcement agency and 
13(ii) the municipality either ceases to provide law enforcement 
14services for that incorporated area or substantially reduces 
15the amount of law enforcement services provided for that 
16incorporated area. The law enforcement agency shall conduct a

1cost-analysis study to determine the cost to provide public 
2services to the municipality. The municipality shall reimburse 
3the law enforcement agency in the amount determined by the 
4cost-analysis study. This Section does not apply to any 
5municipality located in a county with a population of more 
6than 1,000,000.".
