| 2 | | WHEREAS, Americans lose billions of dollars each year to |
| 3 | | fraud, with older adults disproportionately affected, making |
| 4 | | prevention, education, and strong consumer protections more |
| 5 | | important than ever; and |
| 6 | | WHEREAS, The Federal Trade Commission (FTC) estimates |
| 7 | | fraud losses in 2024 were as high as $196 billion nationwide, |
| 8 | | with up to $81.5 billion stolen from older adults; and |
| 9 | | WHEREAS, Illinoisans reported $280 million fraud losses in |
| 10 | | 2025, according to the FTC; and |
| 11 | | WHEREAS, Older adults who experience fraud have a |
| 12 | | life-changing amount of money stolen from them, $83,000, four |
| 13 | | times that of the average across all ages; and |
| 14 | | WHEREAS, Older adults are often affected by fraud when |
| 15 | | they are no longer working or already financially strained and |
| 16 | | unable to recover the money that was stolen; and |
| 17 | | WHEREAS, Public awareness and education are critical in |
| 18 | | helping consumers recognize the common red flags of scams and |
| 19 | | in keeping them informed about emerging fraud trends; and |
