HOUSE RESOLUTION

 
2    WHEREAS, Americans lose billions of dollars each year to
3fraud, with older adults disproportionately affected, making
4prevention, education, and strong consumer protections more
5important than ever; and
 
6    WHEREAS, The Federal Trade Commission (FTC) estimates
7fraud losses in 2024 were as high as $196 billion nationwide,
8with up to $81.5 billion stolen from older adults; and
 
9    WHEREAS, Illinoisans reported $280 million fraud losses in
102025, according to the FTC; and
 
11    WHEREAS, Older adults who experience fraud have a
12life-changing amount of money stolen from them, $83,000, four
13times that of the average across all ages; and
 
14    WHEREAS, Older adults are often affected by fraud when
15they are no longer working or already financially strained and
16unable to recover the money that was stolen; and
 
17    WHEREAS, Public awareness and education are critical in
18helping consumers recognize the common red flags of scams and
19in keeping them informed about emerging fraud trends; and

1    WHEREAS, Our communities, which include non-profit
2organizations, law enforcement, and public officials, are
3working to strengthen consumer protections, provide victim
4support, and advocate for stronger measures to prevent and
5prosecute fraud at the local, state, and federal levels;
6therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
8HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we declare April 2026 as Fraud Prevention Month in the State of
10Illinois and encourage all Illinoisans to learn the red flags
11of scams and to support community and advocacy efforts that
12help prevent scams, protect consumers, and assist fraud
13victims; and be it further
 
14    RESOLVED, That preventing fraud is a shared
15responsibility, and increasing awareness during Fraud
16Prevention Month empowers all Illinoisans, especially older
17adults, to protect themselves, their families, and their
18financial security.
