HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives mourn the passing of Caleb Thomas Elliott, a
4constituent of the 109th House District, and would like to
5spread awareness of his tragic and preventable incident; and
 
6    WHEREAS, Caleb Elliott, the son of Doug and Dawn Elliott,
7tragically passed away on August 11, 2017 at the young age of
819 years; his family wishes for this tragedy to bring to light
9the dangers of unsafe electrical wiring; and
 
10    WHEREAS, Caleb Elliot was electrocuted to death while
11working at a house in Troy; despite an inspection, the
12building was not wired to code; simple mistakes like this can
13have devastating consequences on communities and families; and
 
14    WHEREAS, Caleb Elliot is survived by his two sisters,
15Lauren Schmidt and Rachaelle Elliott; his three brothers,
16Christian, Brannon, and Jadon Elliot; and his parents, Doug
17and Dawn Elliot, who wish to spread awareness about his case to
18prevent it from happening again; and
 
19    WHEREAS, In the State of Illinois, electricians are
20certified on the local and county level with each jurisdiction
21passing its own rules or codes with which each electrician

1must abide; and
 
2    WHEREAS, Illinois does not offer a statewide standardized
3electrician license; and
 
4    WHEREAS, Practicing electricians and those who hire
5electricians must practice their profession with the utmost
6caution and safety; and
 
7    WHEREAS, Multimeter tools are a readily available way to
8test wiring work for safety; therefore, be it
 
9    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
10HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
11we mourn the passing of Caleb Thomas Elliott on August 11, 2017
12and extend our sincere condolences to his family, friends, and
13all who knew and loved him; and be it further
 
14    RESOLVED, That to honor Caleb Elliot and to spread
15awareness of electrocution from faulty wiring and prevent this
16type of tragedy in the future, we declare August 11, 2025 as
17Caleb's Legacy: Electrical Awareness for a Safer Tomorrow Day
18in the State of Illinois; and be it further
 
19    RESOLVED, That we urge local units of government to
20require electricians and electrician trainees in the State of

1Illinois to be properly trained on and equipped with a
2certified multimeter tool sold by a licensed retailer that
3regularly sells such devices and to require use of the same;
4and be it further
 
5    RESOLVED, That we urge a donation program be created to
6promote awareness for this cause; and be it further
 
7    RESOLVED, That a suitable copy of this resolution be
8presented to the family of Caleb Elliott as an expression of
9our deepest sympathy.
