| 1 | HOUSE RESOLUTION | ||||||
| 2 | WHEREAS, The members of the Illinois House of | ||||||
| 3 | Representatives mourn the passing of Caleb Thomas Elliott, a | ||||||
| 4 | constituent of the 109th House District, and would like to | ||||||
| 5 | spread awareness of his tragic and preventable incident; and | ||||||
| 6 | WHEREAS, Caleb Elliott, the son of Doug and Dawn Elliott, | ||||||
| 7 | tragically passed away on August 11, 2017 at the young age of | ||||||
| 8 | 19 years; his family wishes for this tragedy to bring to light | ||||||
| 9 | the dangers of unsafe electrical wiring; and | ||||||
| 10 | WHEREAS, Caleb Elliot was electrocuted to death while | ||||||
| 11 | working at a house in Troy; despite an inspection, the | ||||||
| 12 | building was not wired to code; simple mistakes like this can | ||||||
| 13 | have devastating consequences on communities and families; and | ||||||
| 14 | WHEREAS, Caleb Elliot is survived by his two sisters, | ||||||
| 15 | Lauren Schmidt and Rachaelle Elliott; his three brothers, | ||||||
| 16 | Christian, Brannon, and Jadon Elliot; and his parents, Doug | ||||||
| 17 | and Dawn Elliot, who wish to spread awareness about his case to | ||||||
| 18 | prevent it from happening again; and | ||||||
| 19 | WHEREAS, In the State of Illinois, electricians are | ||||||
| 20 | certified on the local and county level with each jurisdiction | ||||||
| 21 | passing its own rules or codes with which each electrician | ||||||

| 1 | must abide; and | ||||||
| 2 | WHEREAS, Illinois does not offer a statewide standardized | ||||||
| 3 | electrician license; and | ||||||
| 4 | WHEREAS, Practicing electricians and those who hire | ||||||
| 5 | electricians must practice their profession with the utmost | ||||||
| 6 | caution and safety; and | ||||||
| 7 | WHEREAS, Multimeter tools are a readily available way to | ||||||
| 8 | test wiring work for safety; therefore, be it | ||||||
| 9 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE | ||||||
| 10 | HUNDRED FOURTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
| 11 | we mourn the passing of Caleb Thomas Elliott on August 11, 2017 | ||||||
| 12 | and extend our sincere condolences to his family, friends, and | ||||||
| 13 | all who knew and loved him; and be it further | ||||||
| 14 | RESOLVED, That to honor Caleb Elliot and to spread | ||||||
| 15 | awareness of electrocution from faulty wiring and prevent this | ||||||
| 16 | type of tragedy in the future, we declare August 11, 2025 as | ||||||
| 17 | Caleb's Legacy: Electrical Awareness for a Safer Tomorrow Day | ||||||
| 18 | in the State of Illinois; and be it further | ||||||
| 19 | RESOLVED, That we urge local units of government to | ||||||
| 20 | require electricians and electrician trainees in the State of | ||||||

| 1 | Illinois to be properly trained on and equipped with a | ||||||
| 2 | certified multimeter tool sold by a licensed retailer that | ||||||
| 3 | regularly sells such devices and to require use of the same; | ||||||
| 4 | and be it further | ||||||
| 5 | RESOLVED, That we urge a donation program be created to | ||||||
| 6 | promote awareness for this cause; and be it further | ||||||
| 7 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 8 | presented to the family of Caleb Elliott as an expression of | ||||||
| 9 | our deepest sympathy. | ||||||
