In provisions concerning conditional licenses for swimming facilities, provides that the Department of Public Health or the ordinance health department may issue a conditional license setting forth the conditions on which the license is issued, the manner in which the swimming facility fails to comply with the Act and its rules, and shall set forth the time, not to exceed 5 years (instead of 3 years), within which the applicant must make any changes or corrections necessary to fully comply with the Act and the rules of the Department.
