Provides that, notwithstanding any other provision of law, for a municipality that has a population of at least 80,000 and that has adopted the managerial form of municipal government, a candidate's petition for nomination shall contain at least the number of signatures equal to 3% of the total vote cast for all candidates for mayor at the last preceding election for mayor in the municipality.
