Changes the criteria regarding weight limitations for tow trucks and vehicle combinations during towing operations. Provides that specified criteria regarding weight limitations do not apply to a covered heavy duty tow and recovery vehicle. Provides that clearing a vehicle does not include towing the vehicle from the scene of disablement. Provides that any person, firm, or corporation that violates a provision regarding restricted rights to use highways shall be fined $150 (rather than $75) per every 500 pounds or fraction thereof for any excessive weight. Provides that any excess size or weight movement conducted under a person that does not meet certain requirements shall be void and the movement unpermitted.
