Provides that no person shall use, or cause or allow the use of, any site on which a former waste disposal operation is located in a manner that is inconsistent with the closure of the waste disposal operation. Lists prohibited uses.</SynopsisText><synopsistitle>House Committee Amendment No. 1 </synopsistitle>
<SynopsisText>Replaces everything after the enacting clause with the provisions of the introduced bill with the following changes. Provides that, except as allowed under a permit issued by the Environmental Protection Agency, no person shall use, or cause or allow the use of, any closed sanitary landfill or waste disposal site in a manner that disturbs or compromises the integrity of the final cover, liner, or any component of the waste containment system; impairs or interferes with any monitoring system; causes or contributes to erosion of, or surface water impoundment over, the final cover; disturbs or removes any waste; or otherwise creates a potential threat to human health or the environment (rather than no person shall use, or cause or allow the use of, any site on which a former waste disposal operation is located in a manner that is inconsistent with the closure of the waste disposal operation, with a list of prohibited uses).</SynopsisText></synopsis>
