Requires the applicant for a commercial learner's permit to be a United States citizen, which prohibits lawfully permanent residents or foreign domiciled persons from applying for a commercial learner's permit. Requires the applicant for a commercial learner's permit to certify on the application that the applicant is able to read and write in the English language. Makes conforming changes.
