Provides that if an insurance company fails to respond to a request for verification of insurance by the Secretary of State, the Secretary of State shall send a notice, by certified mail, to the owner of a vehicle that the insurance failed to respond. Requires the Secretary of State to establish an email alert system to send an alert regarding an insurance company's failure to respond to a request for verification of insurance to the owner of a vehicle if the owner has provided an email to the Secretary of State.
