Creates the State-funded Watershed Grant Program. Allows a person who has applied for a grant that is financed under a specified provision of the federal Water Pollution Control Act to obtain financial assistance to cover up to 50% of the 40% nonfederal match that the applicant is required to supply in order to obtain financial assistance for a nonpoint source project under the cited provision of the federal Water Pollution Control Act. Establishes the Watershed Protection Grant Program Fund as a special fund in the State treasury. Requires the Illinois Environmental Protection Agency to adopt rules to implement and administer the program. Amends the State Finance Act.
