Provides that, subject to appropriation, not later than June 30, 2025, the Government Finance Research Center at the University of Illinois at Chicago, in coordination with an intergovernmental advisory committee, must issue a report evaluating the efficiency of the Department of Innovation and Technology. Provides that the report must provide recommendations for policy within the Department of Innovation and Technology and for the agencies it serves based on its findings. Sets forth other provisions for the report to include. Provides that in developing the report, the Government Finance Research Center shall form an advisory committee. Provides for the committee's membership. Requires the Government Finance Research Center to provide administrative and other support to the committee.
