Provides that the Secretary of State shall, subject to appropriation, develop and implement a program to provide a first Illinois Identification Card without cost, during school enrollment, to any child age 12 through 17 who is a resident of the State and is otherwise eligible for an Illinois Identification Card under the Act. Authorizes the Secretary of State to adopt rules necessary to implement the program.
