Provides that the Attorney General may maintain an action in circuit court to collect penalties and to seek injunctive relief. Provides that it is an unlawful practice within the meaning of the Act for any person to solicit the purchase of an extended warranty for a motor vehicle through the mail. Provides that any person who violates the Data Broker Registration Act commits an unlawful practice within the meaning of the Act. Amends the Personal Information Protection Act. Creates the Motor Vehicle Dealer Protection Act.
