Deletes provisions requiring an applicant or holder of a Firearm Owner's Identification Card to be a resident of the State of Illinois. Provides that a person who is not a resident of the State may apply for a Firearm Owner's Identification Card if the applicant complies with the provisions of the Act. Amends the Firearm Concealed Carry Act.
