Changes the definition of "delinquent minor" to be consistent with the Juvenile Court Act of 1987. Provides that the penalty for contributing to the criminal delinquency of a minor, if the offense committed is vehicular hijacking, is a Class X felony for which the person shall be sentenced to not less than 12 years imprisonment and not more than 60 years imprisonment.
