Creates the Illinois Youth Advisory Board of Public Health within the Department of Public Health to facilitate communication between the youth of the State of Illinois and specified State entities regarding the public health issues, interests, and needs that are important to the youth of the State of Illinois. Contains requirements for Advisory Board membership, meetings, and raising public awareness. Requires the Advisory Board to submit an annual report with specified information to the Governor and the General Assembly. Contains other provisions. Amends the State Finance Act.
