SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Carl Fischer of Springfield, who passed away on March 25, 2022; and

WHEREAS, Carl Fischer was born to Elmer and Faye Fischer in Springfield on April 19, 1939; he attended St. Joseph Grade School and graduated from Cathedral Boys High School in 1957; he received his bachelor's degree in Architecture from Washington University in St. Louis in 1962; upon graduation, he joined the U.S. Navy, where was admitted to the Officers Candidate School and was commissioned ensign in 1963; after completing Surface Operations School in the Navy, he was assigned as operations officer to the ship U.S.S. Brister, DER 327 and was stationed in Guam; after completing a tour of duty in Vietnam, he returned as surface operations instructor to Glenco, Georgia; he achieved the rank of Lt. Commander prior to resigning his commission in 1973; and

WHEREAS, After his return to Springfield, Carl Fischer was employed by Ferry & Henderson Architects and subsequently by Graham, O'Shea, and Wisnosky Architects; alongside his wife Kay, he established Carl Fischer Associates Architects in 1976, working from their home on South Walnut Street in Springfield; with a combined family of five children, they partnered to run a business and raise a family; after moving their offices to the Alzina Building in 1980, August Wisnosky joined the firm and their name changed to Fischer-Wisnosky Architects, subsequently becoming known as FWAI Architects; and

WHEREAS, Carl Fischer left his mark in and around Springfield and on projects throughout the United States and in several foreign countries; he received several awards for excellence in design from the American Institute of Architects; he was most proud of his award for the design and restoration of Ronald Reagan's boyhood home in Dixon; and

WHEREAS, Carl Fischer was a member of the American Institute of Architects, the National Council of Architectural Registration Board, the Sangamo Club, and the Island Bay Yacht Club; he served on the Architectural Board at Southern Illinois University and the Board of Menard County, as well as boards with numerous additional civic organizations; and

WHEREAS, Carl Fischer and Kay raced sailboats for many years at the Island Bay Yacht Club and throughout the Midwest; they retired from racing in 1982 and began spending time on their 38-foot, live-aboard boat, Kathryn, which they kept at Sturgeon Bay, Wisconsin; they would spend several weeks sailing throughout Lake Michigan and the North Channel in Ontario, Canada every summer; and

WHEREAS, Carl Fischer also earned his pilot's license; he loved flying his Beechcraft Bonanza airplane for personal and business reasons, and he enjoyed treating his grandchildren to rides; and

WHEREAS, Carl Fischer was extremely accomplished, but his love for his family filled his heart; he enjoyed spending time with his children, grandchildren, and great-grandchildren, and he shared with his family his passion for sailing and woodworking; and

WHEREAS, Carl Fischer was preceded in death by his parents; his daughter, Michelle Irene Fischer; his sister, Lois Burton; his brother-in-law, Dr. James Burton; and his first spouse, Donna Armstead Fischer; and

WHEREAS, Carl Fischer is survived by his wife of 47 years, Glynda Kay Fischer; his children, Karen (Tom) Prange, Annette (Kerry) Snyder, Susan (Bill) Robinson, and Jeff (Trish) Foley; his grandchildren, Kyle (Heather) Snyder, Becka Snyder, Jake Snyder, Maxwell Prange, Sarah Prange, Grace Robinson, Emma Robinson, Brandi Foley, and James Foley; and his great-grandchildren, Isaac and Sawyer Snyder; therefore, be it

RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of Carl Fischer and extend our sincere condolences to his family, friends, and all who knew and loved him; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Carl Fischer as an expression of our deepest sympathy.
