| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, In 1992, the State of Illinois established the | ||||||
| 3 | sister-state relationship with Taiwan Province, the Republic | ||||||
| 4 | of China (Taiwan), and Illinois and Taiwan have enjoyed strong | ||||||
| 5 | bilateral trade, educational and cultural exchanges, and | ||||||
| 6 | tourism; and
| ||||||
| 7 | WHEREAS, Taiwan shares the same values of freedom, | ||||||
| 8 | democracy, human rights, the rule of law, peace, and | ||||||
| 9 | prosperity with the United States and the State of Illinois; | ||||||
| 10 | and
| ||||||
| 11 | WHEREAS, The United States ranks as Taiwan's | ||||||
| 12 | second-largest trading partner; Taiwan is the tenth-largest | ||||||
| 13 | trading partner of the United States, and bilateral trade | ||||||
| 14 | reached US$ 85.5 billion in 2019; and
| ||||||
| 15 | WHEREAS, Taiwan and the State of Illinois have enjoyed a | ||||||
| 16 | long and mutually beneficial relationship with the prospect of | ||||||
| 17 | future growth; Taiwan was Illinois's seventh-largest export | ||||||
| 18 | market in Asia in 2019, with US$ 667 million worth of Illinois | ||||||
| 19 | goods exported to Taiwan; and
| ||||||
| 20 | WHEREAS, Negotiations for a Bilateral Trade Agreement | ||||||
| 21 | (BTA) between Taiwan and the United States are an important | ||||||

| |||||||
| 1 | step toward further strengthening bilateral trade between our | ||||||
| 2 | countries, thereby increasing exports from Illinois to Taiwan | ||||||
| 3 | and creating bilateral investment and technical collaboration | ||||||
| 4 | through tariff reduction and other trade facilitation | ||||||
| 5 | measures; and
| ||||||
| 6 | WHEREAS, Taiwan has undertaken a policy of "steadfast | ||||||
| 7 | diplomacy" in its international relations; it is capable of, | ||||||
| 8 | and willing to, fulfill its responsibilities and to | ||||||
| 9 | collaborate with the world to deal with the challenges of | ||||||
| 10 | humanitarian aid, disease control, and so forth; therefore, be | ||||||
| 11 | it
| ||||||
| 12 | RESOLVED, BY THE SENATE OF THE ONE HUNDRED SECOND GENERAL | ||||||
| 13 | ASSEMBLY OF THE STATE OF ILLINOIS, that we reaffirm our | ||||||
| 14 | commitment to the strengthening and deepening of the sister | ||||||
| 15 | ties between the State of Illinois and Taiwan; and be it | ||||||
| 16 | further | ||||||
| 17 | RESOLVED, That we endorse Taiwan's efforts to secure the | ||||||
| 18 | signing of a Bilateral Trade Agreement (BTA) with the United | ||||||
| 19 | States and reiterate our support for a closer economic and | ||||||
| 20 | trade partnership between the State of Illinois and Taiwan; | ||||||
| 21 | and be it further
| ||||||
| 22 | RESOLVED, That we continue to support Taiwan's meaningful | ||||||
| |||||||
| |||||||
| 1 | participation in international organizations which impact the | ||||||
| 2 | health, safety, and well-being of the people of Taiwan and | ||||||
| 3 | support Taiwan's aspiration to make more contributions in | ||||||
| 4 | international societies.
