| 2 | | WHEREAS, On December 31, 2022, the current State of |
| 3 | | Illinois' Medicare Advantage Prescription Drug contract for |
| 4 | | State retiree medical and prescription drug coverage will |
| 5 | | expire; and
|
| 6 | | WHEREAS, As a result of this expiring contract, the |
| 7 | | Illinois Department of Central Management Services (CMS) was |
| 8 | | required to submit a request for proposal (RFP) to enter into a |
| 9 | | contract with a subsequent provider; and |
| 10 | | WHEREAS, Following the RFP process and upon review of each |
| 11 | | bid, CMS ultimately chose a new provider, Aetna, to serve |
| 12 | | Illinois' seniors and retirees; and
|
| 13 | | WHEREAS, This change has left many State retirees in need |
| 14 | | of additional information on changing healthcare providers; |
| 15 | | and
|
| 16 | | WHEREAS, Due to the uncertainty in having to potentially |
| 17 | | change healthcare providers, many State retirees have voiced |
| 18 | | frustration with the State of Illinois in making this change; |
| 19 | | and
|
| 20 | | WHEREAS, Illinois retirees, who spent their careers in |
|

| 1 | | public service, deserve to have answers and clarification on |
| 2 | | what this change will mean for their healthcare and why this |
| 3 | | change is taking place; and
|
| 4 | | WHEREAS, The General Assembly has the mechanisms in place |
| 5 | | to call Administration officials and all relevant and |
| 6 | | appropriate staff members before Illinois House Committees to |
| 7 | | answer critical questions on the issue of State retiree |
| 8 | | healthcare; therefore, be it
|
| 9 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE |
| 10 | | HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
| 11 | | we urge the Speaker of the House to request and approve the |
| 12 | | scheduling of either a House State Government Administration |
| 13 | | Committee or Personnel & Pensions Committee hearing during the |
| 14 | | November 2022 Veto Session to hear testimony from the |
| 15 | | appropriate Administration and Department of Central |
| 16 | | Management Services officials on this important policy change; |
| 17 | | and be it further
|
| 18 | | RESOLVED, That members of the public, representing State |
| 19 | | retirees, be invited to provide testimony on what the |
| 20 | | healthcare provider changes will mean for them and their |
| 21 | | families; and be it further

| 22 | | RESOLVED, That suitable copies of this resolution be |
