HOUSE RESOLUTION

WHEREAS, On December 31, 2022, the current State of Illinois' Medicare Advantage Prescription Drug contract for State retiree medical and prescription drug coverage will expire; and

WHEREAS, As a result of this expiring contract, the Illinois Department of Central Management Services (CMS) was required to submit a request for proposal (RFP) to enter into a contract with a subsequent provider; and

WHEREAS, Following the RFP process and upon review of each bid, CMS ultimately chose a new provider, Aetna, to serve Illinois' seniors and retirees; and

WHEREAS, This change has left many State retirees in need of additional information on changing healthcare providers; and

WHEREAS, Due to the uncertainty in having to potentially change healthcare providers, many State retirees have voiced frustration with the State of Illinois in making this change; and

WHEREAS, Illinois retirees, who spent their careers in public service, deserve to have answers and clarification on what this change will mean for their healthcare and why this change is taking place; and

WHEREAS, The General Assembly has the mechanisms in place to call Administration officials and all relevant and appropriate staff members before Illinois House Committees to answer critical questions on the issue of State retiree healthcare; therefore, be it

RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE HUNDRED SECOND GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we urge the Speaker of the House to request and approve the scheduling of either a House State Government Administration Committee or Personnel & Pensions Committee hearing during the November 2022 Veto Session to hear testimony from the appropriate Administration and Department of Central Management Services officials on this important policy change; and be it further

RESOLVED, That members of the public, representing State retirees, be invited to provide testimony on what the healthcare provider changes will mean for them and their families; and be it further

RESOLVED, That suitable copies of this resolution be delivered to Governor JB Pritzker, the Speaker of the Illinois House of Representatives Emanuel Chris Welch, and the Director of the Illinois Department of Central Management Services.
